I think I can solve some of your problems with ideas from the good old UK. Have you thought about congestion charging? It’s worked in the British capital and it could work for Delhi. Did you know it is now possible to drive across London in less than a day and it costs less than a London pint. And as a bonus idea, you might consider Delhi as a ULEZ zone.
